What is the Malaysia Business Compliance Navigator?

The Malaysia Business Compliance Navigator is a structured first-pass compliance screening for Malaysian businesses.

Instead of asking you to identify which law applies, it starts with the facts of your business — how it is structured, where and how it operates, whether it has employees, handles personal data, sells to consumers, trades online, uses premises, enters contracts, imports or exports, and other relevant circumstances.

Based on those answers, the Navigator identifies ordinary compliance areas that appear relevant, highlights matters that need action or confirmation, and flags regulated or specialist issues that should be reviewed separately.

What problem does it solve?

Business compliance is rarely contained in one statute or one regulator. The requirements that matter can depend on the legal entity, workforce, premises, customers, data, contracts, tax position, online activities, operating location and sector.

The Navigator brings those baseline areas into one structured assessment so a business owner can see the compliance map before a problem arises.

Who should use it?

Use it if you are a Malaysian business owner, director, founder, CEO, senior manager, compliance lead, finance lead, HR lead or operations decision-maker who wants a practical baseline view of the compliance areas that may apply to the business.

What does the Navigator screen?

Depending on your answers, the assessment may screen areas including:

  • business and entity requirements;

  • corporate governance;

  • employment and employer statutory obligations;

  • occupational safety and health;

  • personal data protection;

  • consumer protection;

  • e-commerce;

  • tax, e-Invoice and SST;

  • premises and local licensing;

  • contracts;

  • anti-bribery controls;

  • competition law;

  • manufacturing, import and export matters; and

  • regulated-sector issues that should be routed for specialist review.

Information to prepare before you start

You do not need to upload documents to complete the free assessment. It helps if you know:

  • your business/entity type;

  • where the business operates;

  • whether the business has employees;

  • how the business sells goods or services;

  • whether it operates online;

  • whether it processes personal data;

  • its approximate turnover/revenue position where relevant;

  • whether it operates from physical premises;

  • the main types of contracts it uses;

  • whether it manufactures, imports or exports; and

  • whether it carries on any regulated or licensed activity.

If you are unsure about a point, use the available unsure/not-checked option where provided. The result should then be treated as a preliminary screening rather than a definitive conclusion.

What will the result help you understand?

The free result is designed to help you see:

  • which compliance areas were identified;

  • how many matters appear to require action;

  • which matters need checking or confirmation;

  • which matters appear addressed based on the answers given;

  • which issues require specialist review;

  • how urgent the identified matters appear; and

  • which areas are not presently triggered by the answers provided.

The public result is deliberately an aggregate preview. Detailed legal findings are not exposed through the browser assessment.

What does the tool not determine?

The Navigator does not certify that a business is compliant, provide an exhaustive regulatory opinion, or determine specialist sector requirements that require separate legal or regulatory review.

A selected answer may also depend on documents, dates, regulator records or facts that have not been independently verified. Highly regulated sectors are flagged for specialist review rather than being given a false compliant/not-compliant conclusion.

Why may legal review still be useful?

Legal review becomes more important where:

  • a compliance issue is already live;

  • a regulator, authority or counterparty has contacted the business;

  • a statutory or contractual deadline is running;

  • the business is entering a regulated activity;

  • the position depends on actual contracts, licences, corporate records or evidence;

  • the business has a material compliance gap; or

  • implementation requires legal drafting, restructuring or coordination across several compliance areas.

How Legal That Works can assist

Legal That Works can review the identified compliance position, verify the relevant documents and facts, prioritise remediation, prepare or review legal documents, coordinate implementation and advise on specialist matters that fall outside the baseline screening.

FAQ

Does the result mean my business is compliant?

No. The Navigator is a preliminary baseline screening based on the answers provided. Actual compliance can depend on documents, dates, regulator records and facts that have not been independently verified.

Does it cover every law that may apply to my business?

No. It screens a broad set of recurring baseline compliance areas. Specialist sector, licence, product, activity and regulatory requirements may require separate review.

What happens if my business operates in a regulated sector?

The Navigator should continue screening ordinary horizontal compliance areas while identifying the regulated activity as requiring specialist review. A regulated-sector selection should not cause unrelated baseline compliance modules to disappear.

Do I need to upload documents?

No for the free screening. Documents may become relevant if you later ask Legal That Works to verify or implement the result.

Can I rely on the result as legal advice?

No. It is general preliminary information based on the answers supplied and does not replace legal advice on the business's actual facts and documents.
